Update - NHS Continuing Healthcare Scandal (CHC) - 2019/20 Q3 Statistics
I have just analysed the recently released NHS CHC statistics for 2019/20 Q3. It is of note that the Prime Minister’s secretary and personal advisors are now receiving this data.
The latest statistics show that the shocking CHC funding ‘postcode lottery’ continues with a massive variation between the award rates of the 191 CCGs, ranging from 211 to 12 per 50,000 of population - a difference of 17 fold. These huge variations cannot be explained by socio-economic and health demographics. As just one example, in 2018 the CQC reported: “Wiltshire CCG system leaders were unable to describe why their CHC award rate was so low”. The NHS refers to CCGs with unexplained low CHC award rates as ‘outliers’. In the real world this means that thousands of old, ill and vulnerable people have been (and continue to be) unlawfully denied the healthcare funding to which they are entitled, with many being unlawfully forced to sell their homes. This is a contravention of human rights on a massive scale.
These latest statistics also prove, once again, that the claims made by the NHS and DHSC that CHC eligibility numbers have increased over the last few years are false. 2015/16 Q3 data shows 62,283 were eligible (68.4 per 50,000 of population) and the 2019/20 Q3 data shows that 55,156 people were eligible (57.38 per 50,000 of population). All quarterly data points show the same pattern (see graph). This is set against the backdrop of an ageing population, with experts stating that numbers should have been increasing.
CHC funding is a matter of law and is not discretionary. If the DHSC or NHS disagree with this, they should give their reasons why so that it can be tested in court.

I challenge Simon Stevens, Matt Hancock or Chris Wormald to disprove any of the above statements or the accuracy of the graph. To date, assertions made by health ministers and NHS officials have been disingenuous and inaccurate. There have been clear attempts to obfuscate - hardly surprising given the pressure to suppress what is very probably the biggest financial scandal in the history of the NHS and one that has caused so much distress to so many people when they are at their most vulnerable.

Update on The NHS Continuing Healthcare (CHC) Scandal

In the last few weeks the legal team has done a huge amount of work, with invaluable input from the Spinal Injuries Association (SIA). They are a leading member of the CHC Alliance (17 charities) and experts on the legal complexities of CHC and how CCGs routinely flout the law. The comprehensive legal package (totalling about 70 pages) is nearing completion and looks very compelling. There is greater emphasis on the government’s failure to regulate NHS England and in turn, the failure of NHS England to regulate CCGs to ensure they comply with the law. Given the significant quantity of evidence, the QC considers it necessary to give the government a further opportunity to respond, prior to formally applying to the court for a Judicial Review early in the New Year.

I raised this postcode lottery issue with my MP, Desmond Swayne. Not interested.
The only “joke” I can reliably remember, is that if you pinned a blue Tory rosette on a New Forest donkey, the local Conservative voters would vote for it!!
Know what you mean BB. The whole political system isn’t fit for purpose - I asked my Mum’s Conservative MP for assistance. Their feeble response: they can ‘only recommend’ - weak as dishwater; they don’t know they are born.
As regulars know I recently lost my Mum. I have been doing a lot of admin work to sort out all her affairs and it’s looking like she has paid out approx £75,000 in care home fees after selling her home. She had Alzheimers, had bowel cancer twice, had kidney problems, arthritis in her spine and other health issues and never got any financial help at all.
A woman I went to school with had a massive stroke and is now in a care home and she gets all her care paid for.
When my head is a bit straighter I am going to look into getting back some or all of the money she paid out because my Mum’s care was definitely health care not social care.
So, so sorry for your situation. My Mum suffered severe Strokes May 2012, but coz she has savings + owns her own home they have targeted her mercilessly.

Excellent Progress - Two Key Milestones Achieved
Retired police fight to end health funding scandal
AS MANY as 93,000 retired police have thrown their weight behind a campaign to halt the scandal of charging pensioners for free NHS healthcare. Another 53,000 retired civil servants have joined them as the Daily Express crusade gathers momentum.
I have read this week that CCCG’s are going to be phased out this autumn. I wonder how CHC will be managed then? I was so I’ll when mum died I employed a solicitor to deal with a claim, but he was useless, and retired having had £10,000! Faced with the stark choice of giving up, or a breakdown, I had to give up a claim for £40,000 to be refunded.
So sorry for what you’ve had to go through BB. If it’s any consolation, keep an eye out on the Crowdfunding page, The NHS Continuing Healthcare (CHC) Scandal - it’s a hard slog, they’ve said it’s a marathon not a sprint. Or even email Dawn who’s part of the team managing the campaign; nhschcscandal@gmail.com. I emailed her recently asking how the Campaign is going, the response;
‘The campaign is going well thank you. We are waiting for the judge to approve the hearing. Not sure when that will be, but we have to assume in the next month or so.’

Mum had 28 different illnesses listed on her Critical Care Sheet in case an ambulance was called.
I asked the CHC assessor to look at it. She refused!
I explained to the assessor that mum had a progressive illness called hyperostosis.
Assessor had never heard of it, so I spelt it out to her, and suggested that if she didn’t know what it was, she needed to find out. It wasn’t even mentioned on her assessment sheet.
Risk of falling was so great that the OT banned mum from even trying to stand, insisting that she was hoisted with 2 nurses. The assessor said the risk of falling was minimal with 2 nurses and a hoist, and so it went on with other domains!!
Critical Care, that says it all. Your Mum should have automatically qualified for CHC, that is utterly disgraceful. It’s heartbreaking the amount of people that are forced to fall through the net coz Assessors haven’t a clue doing their jobs.
Assessors should know anyone having health needs equal to or greater than Pamela Coughlan should get CHC, that is what she fought for, but sadly they dismiss it as outdated… they are the ones that are outdated.
